Introduction to the Scopwick and Kirkby Green Neighbourhood Plan
The Localism Act 2011 introduced a new right for communities to draw up a Neighbourhood Plan, allowing local communities to play a more positive role in the planning decisions for their area.
We started this process in the Scopwick and Kirkby Green parish in August 2018 with a community consultation survey. Community Lincs, who carried out the survey, produced a report on the survey findings and this, together with the full survey results can be found on the Neighbourhood Plan Consultation 2019 page.
We also established a working group of volunteers to develop the plan. This group is made up of Parish Council members and local residents with membership currently of Peter Reeds (Chairman), Owen Davies (Finance and Parish Councillor), David Nelson (Parish Councillor) and Charles Kerrigan (Secretary). A vision statement for the Plan was developed following the 2018 consultation and is:
In 15 years’ time Scopwick and Kirkby Green Parish will still be an historic, rural and peaceful place with easy and immediate access to the countryside. It will value its resident’s well-being, the open spaces within the villages and the countryside around it that are integral to its character. It will be a more environmentally friendly place to live. Development in the Parish will be small in scale and will be supported where it is sympathetic to the character of the Parish and necessary to meet local housing need and to secure social and economic prosperity for the community, its services and facilities."

In 2021 a second consultation exercise was undertaken and information relating to this can be found on the Neighbourhood Plan 2021 Survey Report page.
The Plan is now being submitted to North Kesteven District Council and the referendum on the Plan is expected to take place in the Spring
