Minutes of the Budget and Precept setting meeting of Scopwick and Kirkby Green Parish Council held on 11th January 2022 at 7pm. The meeting was held in Scopwick Village Hall.
Present: Cllr Philip Baumber (chairman), Cllr Janet Flett (vice chairman), Cllr Tim Banks, Cllr Owen Davies and Cllr David Nelson
In attendance: Jules Wilkins (Clerk and Proper Officer)
1/22. Chairman’s welcome
The Chairman welcomed Councillors to the meeting
2/22. Apologies for Absence and Reasons Given
Apologies for absence were received from Cllr Money (unwell) and Cllr Brackenbury (work demand).
3/22. Declarations of Interest
Declarations of interest were made as follows:
• Cllrs Flett, Banks and Nelson have an interest in the budget allocated to the village hall due to their or their spouse’s role on the Village Hall Committee.
• Cllrs Banks and Davies have an interest in the budget allocated for cemetery donation (Kirkby Green churchyard) as members of the Parochial Church Council.
• Cllr Nelson has an interest in the budget allocated to the playing field due to his role as Chair of the Playing Field Committee.
4/22. Matters for Resolution
(a) 2022-23 Budget and precept requirement
The Chairman introduced the budget papers and all present confirmed they had read and understood them. The meeting then considered each budget line proposed for 2022/23.
The Chairman proposed that the 2022/23 budget be approved with an increase in the reserve for the village meadow to £500 to be spent on remedial work to the parking area surface. This was unanimously agreed by all present.
The Chairman further proposed that the precept demand be set at £14,910, a reduction of 1.33% (Band D equivalent). This was unanimously agreed by all present.
5/22. Date of Next Meeting
The next meeting will take place on 25th January 2022 at 7pm in Scopwick Village Hall and online.
