Minutes of the meeting of Scopwick and Kirkby Green Parish Council held on Tuesday 27th September 2022 at 7pm. The meeting was held in the Village Hall. These are notes of the meeting until approved by the Council as a true record.

Cllrs P Baumber (Chair), J Flett (Vice-Chair), T Banks, A Brackenbury, and D Nelson.

District J Clarke.

County Cllr R Kendrick.

Parish Clerk - J Sargent.

45/22.   Chairman’s Welcome

The Chairman opened the meeting welcoming everyone and thanking them for their attendance. With no public present it was resolved unanimously to go into formal session.

46/22.   Apologies 

It was resolved unanimously to accept apologies were received from Cllrs O Davies and J Money, and District Cllr S Clegg.

47/22.   Declarations of Interest

None Received.

48/22.   Minutes of Previous Meetings

Minutes of the Parish Council Meetings held on the 26th July 2022 were accepted and it was resolved unanimously to adopt the minutes as a true record. 

49/22. To discuss community matters that need referring to the District and County Council representatives for a response.

District Cllr Jim Clarke mentioned how his previous report, albeit lengthy, was headline news. Cllr Clarke reported that taxi fares were now due to increase across North Kesteven, at the requested of taxi drivers. A full council meeting of NKDC was due to be held in October. 

County Cllr R Kendrick spoke about upgrades to the fix my street website to make it more user friendly, and now with the ability to update reports on mobile devices. Cllr Kendrick also spoke about a new website that allowed residents to view roadworks across the county up to 7 months in advance. 

50/22.   Reports:

a.   Neighbourhood Planning Group

Neighbourhood plan submitted to NKDC with no significant comments returned. NKDC have delayed sending the plan on to the examiner. More news is expected before the November meeting.

b.   Village Hall Committee Report

Cllr Flett reported new drain covers have been installed. The defibrillator has now been fitted with new pads and new battery. Cllr Flett also attended anti-terrorist training. The Queen’s memorial service, although a sombre affair was a lovely evening. The Summer Show would like to use extra storage space at the rear of the Village Hall. 

c.   Playing Field Committee Report

The Rospa report had been received detailing remedial works needed. The FCCC fund have asked for a survey to be returned. A new member is needed for the committee. 

d.   Community Speed Watch Report

No written report submitted by CSW. The Clerk to contact to invite to next FCM. Councillors suggested speeding is the most heated issue in the village and the group needs the Councils support. 

e.   Speed Indicator

The speed indicator device recorded 80,000 vehicles in 6 weeks, with a maximum speed of 95mph. Will be applying for a permanent speed indicator as the survey is already complete. 

f.   Police

No police report received. The Clerk has written to the police for a contact in the neighbourhood policing team. No reply received yet.

g.   The Clerk

The Clerk issued a written report provided to Councillors prior to the meeting.

51/22.  Financial Matters

To approve accounts for

a.   July

c.   September
 
There was a possible overpayment from the Future Biogas Community Fund. The Clerk to investigate and report. With no other matters arising, the accounts for July, August and September were resolved unanimously. 

52/22.   Planning Matters

To receive notification of any planning permissions, refusals, withdrawals or amendments.

a.   The Limes - Planning Application Approved

b.   Methodist Church - Planning withdrawal

c.   85 Main Street, Scopwick - Planning Application, change of use of land

53/22.   Correspondence

The Clerk issued an update to the correspondence log for July, August and September. 
    
54/22.   Date of Next Meeting

The next meeting of the Parish Council is scheduled for 7pm on Tuesday 29th November 2022. The meeting will take place in Scopwick Village Hall.
