Minutes of Annual Parish Council Meeting 2022
17th May 2022, Scopwick Village Hall
Present:
Cllr Philip Baumber (Chair), Cllr Janet Flett (Vice Chair), Cllr Tim Banks, Cllr David Nelson, Cllr Alistair Brackenbury
1 Appointment of Chair and Vice Chair
(a) Cllr Nelson proposed that Cllr Baumber be re-appointed as Chair of the Parish Council for the council year 2022-2023. Cllr Banks seconded. It was RESOLVED to appoint Cllr Baumber as Chair of the Parish Council for the council year 2022-2023.
(b) Cllr Baumber proposed that Cllr Flett be re-appointed as Vice Chair of the Parish Council for the council year 2022-2023. Cllr Nelson seconded. It was RESOLVED to appoint Cllr Flett as Vice-Chair of the Parish Council for the council year 2022-2023.
2 Apologies for absence
Apologies were received from Cllr John Money and Cllr Owen Davies
3 Appointment to Parish Council Committees and Local Groups
(a) Cllr Flett proposed that Cllr Nelson be re-appointed as Chair of the Playing Field Committee. Cllr Banks seconded. It was RESOLVED to re-appoint Cllr Nelson as the Chair of the Playing Field Committee.
(b) Cllr Baumber proposed that Cllr Nelson and Cllr Davies be re-appointed as the Parish Council representatives on the Neighbourhood Planning Group. Seconded by Cllr Banks. It was RESOLVED that Cllrs Davies and Nelson be re-appointed as representatives of the Council on the Neighbourhood Planning Group.
(c) Cllr Baumber proposed that Cllr Flett be reappointed as the Council representative on the Village Hall Management Committee. Seconded by Cllr Nelson. It was RESOLVED that Cllr Flett would be re-appointed as the Council representative on the Village Hall Management Committee.
4 Areas of Interest
(a) Environmental Impact (waterways, footpaths, global warming etc) – Councillor Owen Davies
(b) Village Infrastructure (highways, streetlights, footbridges and pavements) – Councillor David Nelson
(c) Maintenance of grass, trees and hedges – Councillor Philip Baumber
(d) Traffic and road safety – Councillor Alistair Brackenbury
(e) Health and Safety – Councillor Tim Banks
It was RESOLVED that all areas of interest continue to be led by the same Councillor as in the previous year 2021-2022.
5 Review of policies and procedures.
The Parish Council reviewed and adopted the following policies and procedures for the council year 2022/23:
(a) Standing Orders
(b) Financial Regulations
(c) Code of Conduct
(d) Risk Management Policy
(e) Complaints Policy
(f) Grants Policy
(g) Recruitment and Selection Policy
