Minutes of the Neighbourhood Planning Group meeting No.2, 18th June 2018, Methodist Chapel, Scopwick

Opening
Attending: Cllr John Woodward,  District Cllr John Money, David Hyde, Heather Yazgi, 

Apologies: Peter Reeds, Simon Atkinson Charles Kerrigan 

1.    Matters Arising 

Minutes of Meeting held on 22nd May 2018 at the Royal Oak to be agreed. – Agreed
The Parish Clerk has sent out communications to all those who have expressed interest in becoming involved in the Neighbourhood Plan adhering to the new data GDPR rules. The Parish Clerk has also sent out the terms of reference and the code of conduct  to all committee members.

The importance to represent the whole community was discussed.  Only proposals that benefit the community and not individuals should be put forward.
On the 11th September :- Cllr. John Woodward, Cllr. John Money & David Hyde will be attending the housing event at North Kesteven and will report back to the NPG on findings.


2.    Observations on published Neighbourhood Plans to be discussed.

The latest census data is 2012.  It was agreed that Cllr. John Money (JM) will obtain updated socio demographic data to provide a base for the plan.  
JM will also request a curtilage map of Scopwick and Kirkby Green combined to be printed on A3
Guidance on deliverable sites for development allocation as this was identified as a knowledge gap.
The importance of any proposal needing to be backed by proper evidence was noted.

3.    Overview of CPRE ‘How to prepare a Neighbourhood Plan’ 8 steps procedure. To discuss the following initial steps:

The document from the  CPRE was reviewed and discussed to shape next steps.    
Initial headline issues explored were:-
    Housing development
    Transport including safe cycle paths 
    Industry – ensuring that we scope out the requirements for local business such as  Scopwick Quarry/Heath Farm
    Countryside Walks – North side of village has potential for more walks
    Employment existing and opportunities
    Retired to the Young – What provision is there and what are the gaps?
    Identifying and protecting the DNA of Kirkby Green & Scopwick
    Consider what wouldn’t be beneficial to our community 
    Playing field requirements
    Parish church / chapel / village hall – public buildings
    Pub as a going concern

Working session to scope out all the issues as a framework for a questionnaire.  :  
2nd July at 24 Brookside 7:30pm.
