The minutes of the extraordinary meeting of Scopwick and Kirkby Green Parish Council held on Tuesday 18th April 2023 at 7pm. The meeting was held in Scopwick Village Hall. These are notes of the meeting until approved by the Council as a true record.
Present:
Cllrs J Flett (Chair), O Davies (temp clerk) and D Nelson.
County Cllr R Kendrick.
8 members of the public in attendance.
1/23. Chairman’s Welcome
The Chairman welcomed everyone to the meeting and explained the purpose was to consider the helpful contributions at the Parish Meeting on 12th April and to agree a response to the National Planning Inspectorate about the Springwell Solar Scoping Report.
2/23. Apologies
Apologies had been given by Cllrs A. Brackenbury, T. Banks, P. Baumber and J Money.
J Sargent (clerk) had been unwell. It was presumed he was still indisposed.
3/23. Declarations of Interest
Cllrs O Davies - the church, D Nelson - the playing fields, J Flett - the village hall
4/23. To consider the feedback from the Parish Meeting held on 12th April 2023 and formulate a response to the Planning Inspectorate regarding the Springwell Solar Farm Scoping Report.
The Councillors, led by D Nelson, who typed the draft, prepared the Council’s response to the Springwell Solar Scoping report.
They agreed an introduction, drawing attention to the level of concern in the village. They went through the index of the scoping report drawing attention to weak language in the descriptions and requested that all scoped out matters be scoped in, giving the reason why. Attention was drawn to the scoped in factors where it needed more comprehensive coverage.
A conclusion was drawn emphasising the strength of public opinion and the impact of such a large infrastructure project.
It was agreed that all public contributions of considerations of the Scoping report be added to the response as appendices.
