NPG Minutes 6 January 2020

Scopwick and Kirkby Green Neighbourhood Planning Group Minutes of the Meeting held on 6th January 2020 at 24 Brookside Scopwick

Attendees;

John Woodward(JW), Owen Davies (OD), John Money (JFM), Peter Reeds(PR) and Charles Kerrigan (CK).

The Chairman welcomed all Neighbourhood Plan (NP) members to the group working meeting, and the Group thanked the Chairman for hosting the meeting.

1. Apologies for absence – None.

2. Minutes of the last meeting – Minutes of the meeting held on 12th November 2019 were agreed.

3. Action Items from the last meeting held on 12th November were as follows:

- It was agreed to consult the parish on general parking and transport to and from the parish as part of the Group’s communications and engagement programme. However, the NP questionnaire had already provided valuable feedback from the community on this matter – NPG

- JFM agreed to test the Call Connect system and determine how the booking process functioned. The Group thought that route 65 and 66 could be diverted via Scopwick for access to the local area.

- CK had redrafted the call for sites letter and had organised the letter and maps distribution via the Clerk.

Action point JFM was to test the Call Connect system and report back to the Group - JFM

4. Finance/Funding update – The current NP funding figure was £8151.90.

5. Call for Sites Letter – CK briefed the Group that as at the time of the meeting 9 replies had been received to the NPG call for sites letter. The date for returns was set at 6th January, but a chase up exercise would be carried out by the Clerk for a final back stop date of 13th January. It was agreed that once all replies had been received CK would annotate the proposed sites on Scopwick and Kirkby Green maps. The maps and submissions would be reviewed by the Group at the next meeting.

Action point – CK was to annotate the proposed sites on Scopwick and Kirkby Green maps.

6. HNA Review – The Group discussed, at great length, the draft AECOM HNA. In particular, there was some confusion regarding para 4.5 Affordable housing – Quantity Needed and the figures shown at table 4-3. It was agreed that JFM was to contact Mr Priestley (Housing Strategy Manager NK) for guidance on the figures produced and the methodology used. (Post meeting note - JFM had received guidance from Mr Priestley that explained the methodology used and figures produced). It was agreed that comments on the HNA from Helen Metcalf (HM) and the PC should be sought. CK was to contact HM and the PC via the Clerk for any comments. When all comments had been received PR was to respond to AECOM by the end of 8th January.

Action points - JFM was to contact Mr Priestley (Housing Strategy Manager NK) for guidance on the HNA.

- CK was to contact HM and the Clerk for comments on the HNA.

- PR was to respond to AECOM with the Group’s comments by the end of 8th January.

7. NP Objectives Review - JW thought that the current draft objectives were in need of a further review and firmed up. It was agreed that JW and OD were to review the draft objectives again. The reviewed draft document was to be circulated to the Group Action point - JW and OD were to review the draft objectives and circulate the document to the Group prior to the next meeting.

8. Report to PC - A report was required for the PC meeting on 28th January. It was agreed JW was to draft the report, and submit a request to the Clerk that he addressed the PC meeting regarding the NP progress. JW was to circulate the draft report to the Group.

Action point - JW was to draft a report for the PC meeting and request that he addresses the meeting regarding the NP progress.

9. Public Meeting Arrangements - It was agreed that the Group were not yet in a position for a Public Meeting. The HNA had yet to be finalised, and the call for sites returns were still to be analysed. A date for a Public Meeting would be determined at the next NPG meeting.

10. Date of next meeting – The next working group meeting was to be held as appropriate once the final HNA report had been finalized by AECOM, and the replies to the call for sites letter had been received.
