Scopwick and Kirkby Green Neighbourhood Planning Group

Minutes of the Meeting held on 4th February 2021 on-line via Skype

Attendees;

Peter Reeds (PR), John Woodward (JW), Owen Davies (OD), David Nelson (DN) and Charles Kerrigan (CK).

1.    The meeting was opened with the Chairman and members attending via Skype from home addresses. PR welcomed all to the meeting. Due to an oversight JW joined the meeting late. 

2.    Apologies for absence – None.

3.    Declarations of Interest – None were received.

4.    Minutes of the last meeting – Minutes of the meetings held on 22nd January 2021 were agreed. 

5.    Action Items from the meeting held on 22nd January 2021  were as follows:

-    The original art work used on the first questionnaire cover had been sourced at the printers. CK had amended the wording ready for printing. 

-    CK had drafted two suitable Risk Assessment, and had provided two suitable boxes for the return of hard copy questionnaires.

-    OD had placed his Limespring Magazine insert in the Parish Magazine and was in the process of placing it also on the Parish notice boards and Facebook.

-     CK had arranged for the Limespring Magazine insert to be placed on NPG/PC websites and had asked Janet Flett if it could be included with in one of her newsletters.

-    DN would place a large “A frame” notice board on Main Street a notice on Brack’s Garage window remind Parish members to submit their returns.  

-    CK had obtained a printing quote from Westgate Printers Sleaford and it was approximately £240 plus £28 for the purchase of 500 A4 envelopes. 

-    The Group had produced their observations and feedback on the draft NPv2 and HM had amended the document and issued the Group with draft NPv2a.

-    The submission of applications for additional funding is covered at item 8.

6.    Community Consultation Process 

-    Timeline.  The following timeline was agreed to be followed to deliver and collect the hard copy consultation documents.

9th February 2021 – final draft of documents and envelopes to be at the printers.
19th February 2021 – distribution of hard copies to start.
19th February 2021 - Survey Monkey link to be live for on-line submissions.
19th February 2021 - Boxes for the return of hard copy questionnaires to be placed in the Holy Cross Church Scopwick and the old telephone box Kirkby Green.
8th March 2021 – closing date for hard copy and on-line submissions.
11th March 2021 – NPG meeting to be held to review all submissions.

- Distribution and collection of hard copy consultation documents.  It was agreed that the Parish would be divided up equally between four members for the delivery of the hard copy consultation documents as follows;

PR – The Granaries, Heath Road, Beckside and the Oval.
OD and DN – Central Scopwick to the Methodist Chapel.
CK – From the Methodist Chapel to Kirkby Green including Breamar Park, and send a hard copy via the post to Heath Farm.

PR asked all members to make a note of properties that appeared to be empty when delivering the hard copy consultation documents. 

7.    HM's Draft NPv2- Comments The Group had received the draft NPv2 and had produced their observations and feedback.  HM had by return issued a draft NPv2a. Further work on the latest draft would be carried out once the results of the Community Consultation were known.

JW joined the meeting at this point, and was briefed by the Group on the discussions and agreements that had taken place in his absence.  
He raised again the issue of KG4 site not being included within the consultation documents or the latest draft NP as highlight by his paper he had sent earlier by email to the Group. PR reminded JW that the Group had rejected his views on KG4 on many occasions. PR also reminded JW that he had put his KG4 site views to the Parish Council during December’s meeting at PR’s invitation, and the Council declined to adopt them. In summary, after a very long discussion PR reiterated that JW knew the Group, for reasons already stated, on numerous occasions did not share his opinion that the building of 2 houses on the corner of Church Lane and Main Street could be accommodated without significant detriment to the visual aspects of that part of Kirkby Green in general and to the listed barns and Manor House in particular.  Therefore, JW had two choices; to support the NP and the consultation process as it was currently being drafted without the inclusion of KG4 site or stand down from the Group. JW decided to stand down from the Group and would tender his resignation to the Chairman of the NPG.     

8.    Funding and Finance Update The current balance regarding the funding/finance status was £375. PR briefed the Group that a further NP funding application could not be carried out until the new financial year. 
 
9.    Date of next meeting The next NPG working meeting was to be held at 1600hrs to 1800hrs on Thursday 11th March 2021.
